'Open access' a requirement for Horizon 2020

The European Commission has recently announced its €15 Billion Horizon 2020 Programme, intended to boost the  knowledge economy. In its press release it clearly states that there will be:

"... new rules to make 'open access' a requirement for Horizon 2020, so that publications of project results are freely accessible to all."
