OpenAIRE AMKE has been commissioned, under the auspices of the HEAL‑Link consortium, to build a new national research-activity monitoring infrastructure for Greece, named "ABACUS". ABACUS system will aggregate bibliometric, Open Access and research-output data across Greek institutions, enabling policymakers, funders and academic organisations to obtain a comprehensive and transparent view of research performance and Open Science uptake.

- monitor performance of Greek research organisations beyond traditional ranking systems;
- measure and visualise adoption of Open Science practices (e.g., Open Access publication, data sharing, reproducibility, linked research);
- promote interoperability by linking outputs, projects and funding data in a unified dataset;
- provide actionable insights to support Greece’s transition to a FAIR, open and robust research ecosystem aligned with European and global best-practice frameworks.
- A fully functional national research-activity dashboard (“ABACUS”) for Greece;
- A comprehensive fixed-asset infrastructure of bibliometric & Open Science metrics for HEAL-Link member institutions
- A publicly accessible, reusable infrastructure and dataset that bolsters transparency, collaboration and strategic decision-making in the Greek research ecosystem.
Timeline & Status:
ABACUS awarded March 2025. Contract signed in early November 2025. Implementation commenced immediately and will proceed in structured phases to ensure stakeholder engagement, system rollout, data integration, and readiness for public service delivery.
