Institute for Scientific and Technical Information – TECHINFORMI
Mission
As a hub of interdisciplinary and multidisciplinary scientific information, TECHINFORMI connects a broad spectrum of stakeholders from academic institutions and government agencies to professional societies and the private sector. TECHINFORMI represents the bridge between countries' smaller regional organizations and policy makers (Ministries, Georgian National Academy of Sciences, State Universities, etc.) and supports open, equal, and fair discussions. This collaboration creates a unique synergy that allows the institute to offer comprehensive information services, ultimately facilitating a dynamic exchange of knowledge and driving forward scientific progress.
In December 2021, TECHINFORMI signed a Memorandum of Understanding (MoU) on the European Open Science Cloud (EOSC) initiative, marking a significant milestone for Georgia's involvement in the global Open Science movement. Through this agreement, Georgia became a member of the National Open Science Cloud Initiative (NOSCI), alongside 14 other countries. NOSCI is a coalition of national organizations committed to advancing the European Open Science Cloud (EOSC) by fostering synergies at the national level and optimizing their participation in European and global Open Science challenges, including the EOSC.
As part of its commitment to Open Science, Georgia actively participates in the NI4OS-Europe project, which is funded by the European Commission. On December 16, 2021, within the framework of this project, TECHINFORMI organized the first meeting for the executive board members of the Memorandum of Understanding on the Georgian Open Science Cloud initiative. NI4OS-Europe promotes the development of national Open Science cloud initiatives, services, and e-infrastructures across 15 countries in Southeast Europe.
This initiative positions TECHINFORMI and Georgia at the forefront of Open Science in the region, contributing to the broader goals of increased transparency, collaboration, and innovation in scientific research across Europe and beyond.
The Institute TECHINFORMI collaborates with several international organizations, including UNESCO, UNIDO, and DFI. Until 2016, it served as Georgia's Focal Point for the Central Asia and the Caucasus Association of Agricultural Research Institutes (CACAARI) in Information Communication and Management (ICM). Currently, TECHINFORMI is Georgia's official representative in the International Centre for Scientific and Technical Information (ICSTI) and participates in networks such as CENN, DWV, and GODAN. Additionally, it recently joined the Aquatic Sciences and Fisheries Abstracts (ASFA) Associates scheme, became the FAO AGRIS Country Hub in 2020, and was named National Coordinator for the FAO ASTI project in 2024.
Contribution to Open Science
Institute TECHINFORMI of the Georgian Technical University was founded in December 10, 1958 under the decree of the Cabinet of Ministers of the Georgian SSR #801 as a Research Institute of Scientific and Technical Information. According to the decree of the Cabinet of Ministers of the Georgian SSR #224 of March 30, 1959, it was incorporated with the Republican House of Scientific-Technical Information and Propagation and was named as the Institute of Scientific-Technical Information and Propagation.
According to the decree of the Cabinet of Ministers of the Georgian SSR #11 of March 4, 1969, the Institute was transformed into the Reserarch Institute for Scientific-Technical Information and Technical-Economic Studies, while under the decision of the Ministry of Science and Technology of March 25, 1992, is was names the Georgian Research Institute for Scientific-Technical Information and Technical-Economic Studies - TECHINFORMI.
Under the Resolution of the Prime Minister of the Republic of Georgia #898 of November 26, 1993, TECHINFORMI was entrusted with representation of the Republic of Georgia in international organizations of scientific and technical information.On the basis of the Government of Georgia’s decree #58 of March 16, 2006, Institute TECHINFORMI was founded as a legal entity of public law – LEPL Institute TECHINFORMI.
On the basis of the Government of Georgia’s decree #246 of August 20, 2010, Institute TECHINFORMI was reorganized into a structural unit of the Georgian Technical University – independent Research Scientific Institute.
Goals and objectives
For its future growth, TECHINFORMI has outlined several strategic objectives:
- Maintaining Robust Digital Platforms: TECHINFORMI will continue to strengthen its digital infrastructure to enhance the dissemination and accessibility of scientific data, publications, and research outputs from Georgian scientists. By ensuring reliable and user-friendly platforms, the institute aims to streamline the sharing of knowledge both locally and internationally.
- Expanding Bilingual Databases: The institute plans to diversify its existing bilingual databases, incorporating additional data types such as raw research data, software, and research protocols. This expansion will create a more comprehensive resource for scientists and educators, further supporting open science initiatives.
- Adhering to Open Science Standards: To ensure compliance with global Open Science initiatives, TECHINFORMI is committed to meeting all necessary standards and guidelines. This will position the institute as a trusted hub for transparent and accessible scientific information.
- Raising Awareness of Open Science: TECHINFORMI recognizes the importance of education and advocacy for Open Science practices. The institute will actively work to raise awareness among Georgian scientists, educators, and policymakers about the benefits and importance of Open Science, promoting greater engagement and adoption of its principles.
- Fostering International Collaboration: Collaboration with international organizations is a key priority for TECHINFORMI. By aligning its efforts with global Open Science trends, the institute will facilitate the exchange of scientific data and publications between Georgian researchers and their international counterparts, promoting a more integrated scientific community.
