Pilar Rico-Castro holds a PhD on Science and Technology Public Policies, and a Master’s Degree in Political Sciences.
She has expertise in the areas of science and technology policy, design, evaluation and foresight. She has been working since 2006 as project manager at FECYT, were she became Head of Unit in 2008. She is currently Head of the Unit for Open Access, Repositories and Scientific Journals at the Department for Open Science and Internationalization.
At the national level, she coordinates the National Open Access Repositories Aggregator RECOLECTA, as well as the National Scientific Journals evaluation process and its strategic developments.
She is part of the following groups coordinated by FECYT: National Open Science Committee, National Steering Committee for Open Access, Committee for National Journals Evaluation, and Working Group for Repositories Evaluation.
At the international level, she leads FECYT’s participation in several FP7 and H2020 projects: OpenAIRE (2009-2012), OpenAIREplus (2011-2014), OpenAIRE2020 (2015-2018), OpenAIRE Advance - OpenAIRE Advancing Open Scholarship (2018-2020), MedOANet project – Mediterranean Open Access Network (2011-2013) and PASTEUR4OA – Open Access Policy Alignment Strategies for European Union (2014-2016). She has also been the National Delegate at the Working Party of National Experts on Science and Technology Indicators (NESTI) of the OECD.
Besides, she works as research and teaching staff at the National University for Distance Education (UNED) were she teaches at the Master on Political Sciences and Public Administration. She also collaborates with the Technical University of Madrid (UPM) as a teacher in the Postgraduate Degree Expert in Promotion and Management of International R&D Projects, and with the University of Granada as a teacher in the Open Source MOOC.

Dr. Pilar Rico [F] holds a Master’s Degree in Political Sciences and a PhD on R&D Public Policies. She has a nine years’ experience as project manager at FECYT, and seven years as Head of Unit. Pilar is currently head of the Unit for the promotion of Open Access, Repositories and Scientific Journals, depending on the Scientific Information Management Department at FECYT. In the past three years, she has lead in FECYT our participation in the FP7 projects for Open Acess OpenAIRE, OpenAIRE Plus and MedOANet. She has participated in several experts’ committees for OECD and for the Spanish Ministry for Science and Competitiveness. Pilar is also a researcher and teacher of the Master on Political Sciences and Public Administration at the National University for Distance Education (UNED).a
