OpenAIRE2020: A new horizon for open science

The wealth of the European Union's scientific research is to be made open to all. A year after the start of the EC's Horizon 2020 framework programme, OpenAIRE enters a new phase of funding with a continuation project: OpenAIRE2020, starting in January 2015. The initiative will implement the H2020 Open Access policies and mandates for publications and will be one of the key European infrastructures supporting the EC's Research Data Pilot.

A pan-European Open Scholarship Initiative

OPENAIRE2020 RELEASE QUOTE50 partners, from all EU countries, and beyond, will collaborate to work on this large-scale initiative that aims to promote open scholarship and substantially improve the discoverability and reusability of research publications and data. The initiative brings together professionals from research libraries, open scholarship organisations, national e-Infrastructure and data experts, IT and legal researchers, showcasing the truly collaborative nature of this pan-European endeavor. A network of people, represented by the National Open Access Desks (NOADs), will organise activities to collect H2020 project outputs, and support research data management. Backing this vast outreach, is the OpenAIRE platform, the technical infrastructure that is vital for pulling together and interconnecting the large-scale collections of research outputs across Europe. The project will create workflows and services on top of this valuable repository content, which will enable an interoperable network of repositories (via the adoption of common guidelines), and easy upload into an all-purpose repository (via Zenodo).

OpenAIRE2020 will assist in monitoring H2020 research outputs and will be a key infrastructure for reporting H2020's scientific publications as it will be loosely coupled to the EC's IT backend systems. The EC's Research Data Pilot will be supported through European-wide outreach for best research data management practices and Zenodo, which will provide long-tail data storage. Other activities include: collaboration with national funders to reinforce the infrastructure's research analytic services; an APC Gold OA pilot for FP7 publications with collaboration from LIBER; novel methods of review and scientific publishing with the involvement of hypotheses.org; a study and a pilot on scientific indicators related to open access with CWTS's assistance; legal studies to investigate data privacy issues relevant to the Open Data Pilot; international alignment with related networks elsewhere with the involvement of COAR.

About OpenAIRE

OpenAIRE is a collaborative European effort working towards a common goal to bring a change in realising open access for the benefit of innovation, industry and society. All partners welcome the effort to truly make open access a global reality during this pivotal phase in scholarly communication.

OpenAIRE currently operates an interoperable and validated network of more than 520 repositories and OA journals, integrating more than 9 million OA publications and 1,000 datasets, with 50,000 organizations and 30,000 projects from two funders. It has identified over 100,000 FP7 publications from about half the 26,000 FP7 projects, and offers literature-data integration services.

Planned OpenAIRE2020 activities are as follows:

The Network: The National Open Access Desks (NOADs) will mobilise activities to collect H2020 project outputs and, with the involvement of DANS and DCC,  it will support researchers and institutions to plan and carry out effective research data management. NOADs will have responsibilities to: reach out to researchers and projects for H2020 compliance; reach out to publication and data repositories and CRISs, to become compliant with OpenAIRE guidelines; contact national policy makers for OA policy alignment; work with research libraries to promote take up of the EC’s OA mandate and the Open Research Data Pilot.

The Technical infrastructure: The technical platform and services will serve as a solid foundation for the mandate, harvesting from a wide range of data providers: institutional or thematic repositories, OA publishers, CRIS systems and national aggregators. It provides means to curate and enrich metadata, cross-link the outcomes, publications, related datasets and software.

Monitoring and reporting H2020 research outputs: OpenAIRE will intensify its outreach, support and monitoring services to ensure H2020 research results are identified and monitored by the EC. Through its direct links to the EC’s IT backend services OpenAIRE is planned to be the service used by project coordinators, officers and research administrators to automatically report a project’s research results. Supporting this effort will be an element of training and guidance, as well as a helpdesk.

Supporting the EC’s Open Research Data Pilot: OpenAIRE will support the data pilot in a variety of ways:
  • Training and support: OpenAIRE will support those involved in the pilot, via webinars and a set of guidance materials.
  • Identify and spread best practices on efficient research data management.
  • Zenodo advanced features: increased data volume acceptance by moving to the 100+ Gb class, improved versioning scheme, integrated project Data Management Plans.
  • In collaboration with Pangaea and PMC Europe, OpenAIRE will support the creation and operation of a data broker service that resolves cross-references between datasets and publications.
  • Anonymization services that help researchers publish without endangering the anonymity of the data sources, thus easing the “opting out” H2020 rules.
  • Two legal studies that will investigate a) data protection, privacy law and confidentiality of research data to be published, and b) whether and how research data falls under EC’s PSI directive.

Operating a European Research Information System: Looking towards an effective coverage of the European Research Area, OpenAIRE will actively pursue collaborations with Europe’s funding organizations and publishers to integrate all funding schemes in its infrastructure.

Looking into the future of scholarly communication: With the collaboration of CWTS, OpenAIRE will explore indicators for measuring the impact of Open Access across Europe. Working with Hypotheses.org, OpenAIRE will produce a study on open peer review platforms for SSH to see how these can shape up the future of scholarly communication.

FP7 APC Gold OA pilot: With LIBER’s engagement, OpenAIRE will explore article processing charges related workflows and policies for FP7 post-grant publications and implement monitoring services.

International repository network alignment: Via COAR’s involvement, OpenAIRE will collaborate with similar infrastructures, CLARA/LaReferencia, US-SHARE,Jisc, etc., to ensure global interoperability with other regions of the world.

Linked Open Data: With the involvement of Enterprise Information SystemsOpenAIRE will involve a task to explore providing scholarly communication content as LOD objects, and will interoperate with related open content initiatives as DBPedia, PSI and Europe's Open Data Portal.
