Obrad Vučkovac is Head of Library Services and Repository Manager at the VINCA Institute of Nuclear Sciences at the University of Belgrade. He leads research data management, open science infrastructure, and scholarly communication services while guiding researchers on FAIR principles and Open Access compliance.

He actively develops Data Management Plan templates and works on designing machine-actionable frameworks that integrate with Scientific Knowledge Graphs and FAIR assessment tools. He has delivered 35+ workshops on RDM and FAIR principles to research communities across the region and worldwide.

At the policy level, he contributes to Serbia's national Open Science strategy as a member of the TONUS working group and is an active member of the OpenAIRE Research Data Management Working Group. He has been instrumental in founding the Open Science Community Serbia and the Serbian Reproducibility Network.

His approach bridges technical, organisational, and human dimensions of open science—from automation scripting and metadata standards to training design and policy engagement. He holds a Master's degree in Library and Information Science from the University of Belgrade, with research on FAIR compliance assessment frameworks.
