Our Annual Report for 2025 is out. It captures a year of growth, collaboration and change as Open Science becomes increasingly embedded in the way research is conducted, shared, assessed and monitored across Europe.
2025 was a year in which openness increasingly moved from principle to practice. At the same time, a rapidly changing research landscape brought questions of trust, sovereignty and security to the forefront, while the accelerating use of AI made access to reliable, transparent and reusable research information more important than ever.
Against this backdrop, we continued to strengthen the technical and human infrastructure that supports Open Science across Europe: growing our services and community, strengthening the OpenAIRE Graph, supporting the EOSC ecosystem, advancing responsible research assessment, investing in skills and training, and working with countries and institutions to turn Open Science policies into practice.
2025 in numbers
The numbers tell part of the story.
In 2025, our network brought together 53 member organisations across 39 countries, supported by 65 strategic partnerships. Our portfolio of 15 research-enabling services served more than 73,000 registered users, while 713 repositories were connected to OpenAIRE. Our CONNECT and MONITOR services supported 157 dashboards for research communities, institutions and funders.
At the heart of this infrastructure, the OpenAIRE Graph grew to 336 million research records, with around 7.2 billion citation links. But growth in 2025 was not simply about numbers. We improved institutional affiliations, connected scholarly outputs with patent information, strengthened relationships across research entities and expanded APIs for analytics and AI-powered discovery.
Our goal is clear: to provide an open, trustworthy and interoperable research information base that researchers, institutions, funders, infrastructures and innovators can use, verify and build upon.
Investing in people
Open infrastructure is not only technology. It is people, knowledge and communities.
During 2025, we delivered 112 training events, with more than 3,000 registrations. We continued our Open Science Train-the-Trainer Bootcamp, delivered the FAIR RDM Bootcamp for Data Stewards, advanced the redesign of OpenPlato and developed our Training-as-a-Service model to make capacity building more sustainable and reusable.
Our members and National Open Access Desks also brought Open Science into national and institutional settings across Europe. Around 50 events were organised by members, alongside 54 international events and 37 service community events.
This combination of infrastructure, expertise and local knowledge is what makes the OpenAIRE network distinctive.
Shaping our next chapter, together
2025 was also an important year for us as an organisation.
We welcomed three new members, held two General Assemblies and continued to strengthen the role of our Standing Committees and Working Groups in turning community priorities into action. We relaunched the OpenAIRE for EOSC Working Group, creating a forum for our members, National Open Access Desks and wider community to connect national developments with the evolving EOSC landscape.
And together, we shaped the OpenAIRE Strategy 2026–2028. Through consultations, committee discussions and General Assembly sessions, our community helped define where we go next, placing Open Research Information and Open Research Intelligence at the heart of our direction.
This matters particularly as research becomes increasingly data-intensive and AI-enabled. Open, trustworthy and community-governed research information is becoming essential not only to how research is discovered and shared, but also to how it is assessed, monitored and understood.

Behind every number in this report are people: our members, National Open Access Desks, partners, communities and the OpenAIRE team.
The Annual Report is therefore more than a record of what we did in 2025. It is a snapshot of what we built together, across countries, organisations and communities, towards a shared goal: an Open Science ecosystem in which research and research information remain open, connected, trustworthy and available as a public good.
2025 was a year of open, by default. And we built it together.
