OpenAIRE Awarded Development of National Infrastructure for Mapping Greece’s Research Activity, Under the Auspices of HEAL-Link

Mar 21, 2025

OpenAIRE, in collaboration with HEAL-Link, proudly announces the launch of the project to develop the National Infrastructure for Mapping Greece’s Research Activity, a landmark initiative that aims to promote transparency, collaboration and innovation in scholarly communication and research activity in Greece.

This initiative builds on the experience and expertise of OpenAIRE and is aligned with Greece’s commitment to Open Science practices. The inspiration for this project is the broader European movement towards a more comprehensive version of Open Science, which will include Open Access, the sharing of research data, reproducibility, and a holistic view of research production across institutions.

The National Infrastructure for Mapping Greece’s Research Activity will serve as a valuable tool for policymakers, academic and research institutions, and the broader academic community. It will offer data-driven evidence to inform decision-making and enhance Greece's Open Science strategy.

The monitor will track key indicators related to:

  • the total research output per institution - member of HEAL-Link, but also in the entire Greek academic community,
  • Open Access uptake,
  • the sharing of research outputs,
  • reproducibility,
  • linked science,
  • and societal engagement, aligning with European and global best practices.

Importantly, it will also capture bibliometric data reflecting the overall research output of Greek academic institutions.

A key aspect of the monitor is to provide a comprehensive view of the research performance of Greek institutions, acknowledging that while international rankings significantly impact their standing, these rankings often present a partial picture of their bibliometric performance, sometimes with unclear methodologies for indicator generation.

Key Objectives of the National Infrastructure for Mapping Greece’s Research Activity:

  • Tracking and analysis of bibliometric data related to the research production of Greek academic institutions, offering a comprehensive picture of their research performance beyond traditional metrics.
  • Measure the adoption and impact of Open Science practices across all Greek academic institutions.
  • Enhance interoperability by interlinking research outputs, projects, and funding information to improve data discoverability and foster a more connected research ecosystem.
  • Identify gaps and opportunities to enhance Open Science policies and infrastructures within the Greek academic community.
  • Align Greek research efforts with European Open Science goals.
  • Provide actionable insights to drive the transition towards a more open and F.A.I.R. (Findable, Accessible, Interoperable, and Reusable) research ecosystem.

"We are honored to support HEAL-Link, Greek universities, and research institutes in their journey toward a more open and inclusive research ecosystem. Their trust in OpenAIRE, the OpenAIRE Graph, and our services reaffirms our shared commitment to advancing Open Science. Through this collaboration, we aim to strengthen ties within the Greek research community, delivering better data and enhanced services to drive more transparent, impactful, and accessible research. Building on our experience with the Irish OA Monitor, this marks the second National Research Activity Monitor, reflecting our ambition to extend monitoring of research performance and Open Science across the entire research lifecycle, beyond just publications." said Natalia Manola, CEO of OpenAIRE.

“HEAL-Link is a staunch supporter of Open Science and is actively working to shape an open and transparent research ecosystem in Greece. Since 2016, we have been implementing initiatives that strengthen Open Access and research data management, while at the same time providing support to Greek academic institutions in adopting practices that are aligned with international developments. The National Research Activity Monitoring Infrastructure is another important step in this direction, allowing the recording and analysis of critical bibliometric data that will strengthen the research development strategy in Greece.” said Mavroeidis Angelakeris, Chairman of HEAL-Link.

OpenAIRE will leverage its extensive experience in Open Science monitoring, drawing from its work in other European countries and its contributions to Open Science initiatives across Europe, including its contribution to the European Open Science Cloud (EOSC) and to numerous European projects. The implementation of the National Infrastructure for Mapping Greece’s Research Activity will be inclusive, engaging key stakeholders, including universities, funders, and policymakers. Insights derived from the monitor will play an important role in shaping future Open Science initiatives in Greece.
