Providing a Data Management Plan System to the Portuguese Scientific Community

Overview

FCT has been actively participating in the implementation of actions and measures aimed at the transition to research practices based on Open Science principles.  In the context of research data management, FCT, through its Scientific Computing Unit  (FCCN), provides the scientific and higher education community with a Data Management Plan System.

Challenge & Scenario

Ensure that researchers are able to prepare and update a Data Management Plan (DMP) related to their projects, following RDM best practices and complying with the policy on the management and sharing of data resulting from research funded by FCT.

Solution & Implementation

To address this challenge, the solution was to select the adequate tool to create DMPs, as well as a dedicated DMP template.   In 2020, FCT|FCCN, conjointly with the Universidade do Minho, prepared a technical report on the available DMP tools. The information gathered within this report enabled a supported decision. ARGOS was the outcome of that decision. The FCT DMP template was also selected, based on Science Europe’s guidelines. In its essence, the template is integrated in ARGOS, meeting the specific needs of the Portuguese scientific community, as well as being mapped into the DMP Common Standards Application Profile.

Impact

After the successful customisation of ARGOS, including the integration of the FCT DMP template, FCT is now able to offer its funding beneficiaries the ability to prepare and update DMP related to their projects, complying with the best practices of RDM, as well as with the policy on the management and sharing of data resulting from research funded by FCT. FCT|FCCN has been providing training and demos on ARGOS to the Portuguese scientific community. The number of participants engaged in these sessions is significant. For instance, a Data Talk on  “Data Management Plans: ARGOS and FCT’s DMP Template” was attended by a total of 257 participants.

 Aligned with other funding agencies, FCT has been actively promoting and implementing actions and measures aimed at the transition to research practices based on Open Science principles with the overall goal of generating FAIR data.
These actions included the adoption of ARGOS as a DMP tool  and the creation of a DMP template based on Science Europe’s “Practical Guide to the International Alignment of Research Data Management” to address the specific needs of the Portuguese scientific community. This effort was undertaken by the FCT Scientific Computing Unit (FCCN), in the context of the Policy for the Management and Sharing of Data resulting from research funded by the FCT.

In the context of research data management, FCT  is intended to ensure that researchers are able to prepare and update the DMPs related to their projects. To that effect, FCT opted to endorse ARGOS as a DMP creation tool , due to its flexibility, guidance, multidisciplinary approach and dedicated team. Following this endorsement, it was necessary to have the FCT DMP template integrated with ARGOS.

As a first milestone,  the successful customization of ARGOS was set, including the integration of the FCT DMP template, frontend and guide of instructions translation to Portuguese.

Then, to support the DMP implementation, FCT|FCCN has been providing training and demos on ARGOS to the Portuguese scientific community.
