The Open Access repository infrastructure in Portugal – RCAAP – is currently preparing its services to meet the role it will play in the implementation of the FCT Open Access policy. The FCT - Fundação para a Ciência e a Tecnologia is the major Portuguese Science Funder and recently released their policy much in line with the European Commission Open Access recommendations. The basic requirement of this funder OA policy is the deposit of funded publications into a RCAAP repository.So RCAAP, as the Portuguese repository network, following some of the OpenAIRE infrastructure features and best practices, will became a key service for the policy compliance and monitoring.
According with the FCT OA requirements, the RCAAP initiative developed a plan to implement and help monitoring the funder mandate based on the following actions:
- Facilitate the input of information when the user deposits on the repository, based on an add-on for DSpace that includes the FCT grants (same as OpenAIRE).
- Configuration of a FCT set on the OAI-PMH interface of DSpace that allows the repository to filter and expose all the funded information.
Furthermore, at the RCAAP Search Portal, there are some major modifications that will be implemented to integrate the content harvested from the repositories:
- Expose the information of the project on the record;
- Allows search and filter by project and funder;
- Configuration of a set on the Search Portal that will filter all funded items;
- Modification of the harvest model to include all types of access rights (open access, embargoed and restricted access)
- Development of the Portal API that will expose publications lists based on the grant id.
All this process will be supported by a new validation profile on the RCAAP OAI-PMH Validator that checks and list funded items on the repositories.
This implementation will be supported by the existing helpdesk system of the RCAAP initiative that includes a wide number of repository managers in Portugal.
