Cтаття визначає основні зміни та новели, що лягли в основу закону України «Про вищу освіту» від 1 липня 2014 р. № 1556-VII, звертаючи увага на позитивні здобутки та недопрацювання законодавця при підготовці даного закону. Також в статті викладено пропозиції по усуненню виявлених недоліків в законі та можливі шляхи розвитку української освіти. Статья определяет основные изменения и новеллы, которые легли в основу закона Украины «О высшем образовании» от 1 июля 2014г. № 1556-VII, обращая внимание на положительные достижения и недоработки законодателя при подготовке данного закона. Также в статье изложены предложения по устранению выявленных недостатков в законе и возможные пути развития украинского образования. The article identifies the main changes and new provisions that became the basis of the Law of Ukraine «On Higher Education» №1556-VII. The author paid attention to the positive achievements and shortcomings of the legislator in the preparation of this law. Also, the article presents proposals to eliminate shortcomings of the law and possible ways of the Ukrainian education development. English abstract R. Gerasymenko Reform of the higher education in Ukraine: achievements and prospects The events of recent months, which shook the entire country, actualize the need of real, but not declarative reforms. Today reforms are not the matter of the state development. They are the matter of survival of the nation. The question of higher education reforming has been raised repeatedly for 23 years of Ukrainian independence. The hundreds of pages of reform programs have been written. But they have never worked. Finally, our parents’ level of knowledge, which they have got in Soviet period, notwithstanding the restrictions of access to library resources or other kinds of information (the students had to wait for hours to get the opportunity to read the article of honorable professor), is appeared to be higher manyfold than the level of knowledge of current students who can reach any textbook, monograph or article in a few minutes. Why did it happen? The reason was the inability to keep the Soviet brand of education, which was one of the best in the world, after the collapse of the USSR, as well as the inability to build the new efficient one. People with a lack of theoretical and practical knowledge just built the new educational system on the ruins of Soviet one, but it was not a good basis. However, after long discussions, roundtables and studies at committees the Law of Ukraine "On Higher Education" from July, 1, 2014. № 1556-VII has been passed, becoming the first signs of reforms in Ukraine. The main achievements of this law are: (1) expanding the autonomy of universities; (2) implementation of the principles of academic freedom and academic mobility; (3) change of the levels of higher education; (4) elimination of accreditation of educational institutions; (5) establishment of the National Agency for Quality Assurance in Higher Education; (6) restrictions of holding time for elected positions in universities; (7) increasing the value of academic scholarship to the subsistence level; (8) shaping the individual curriculum by the students; (9) partial change of the system of educational institutions’ entrance and others. But the new law leaves many open questions that adversely affect the state of higher education in Ukraine. The legislation on education stays to be confusing for the average citizen; the voting system for the purpose of this law is unbalanced; the importance of learning foreign languages is ignored. These ones and some other shortcomings of the Law "On Higher Education" let no use all of its advantages and restrict the effectiveness of higher education system in Ukraine. So, the article is devoted to the analysis of these reserves of national system of higher education improvement.
