OpenAIRE AMKE strategy & action lines towards our mission for an Open Scholarly Communication system.

Research and innovation are entering a new era shaped by rapid technological change, geopolitical tension, and evolving policy. In this context, Open Science is no longer optional, but essential for a trustworthy, secure, and impactful scientific system. Building on the foundations of our previous strategy, OpenAIRE now moves from enabling Open Science to scaling it with intelligence, trust, and responsibility. Developed collectively with our members, this strategy reflects our shared commitment to science as a public good.

Strategy for change

Building on more than a decade of work, OpenAIRE has evolved into a mature European non-profit that combines technical services, human networks, and policy expertise to support Open Science in practice.

This document is a collaborative result shaped by our members contribution, brought together and articulated by the OpenAIRE Open Science Strategy Standing Committee. It reflects our shared commitment and will guide our actions as we work towards our vision of innovative and responsible Open Science.

As research enters an era of rapid digital change and AI innovation, Open Science has evolved from a niche goal into a strategic necessity. We are aligning our three pillars, Infrastructure & Services, Training & Skills, and Policies, to deliver our strategic priorities, ensuring that technology, people, and governance work in harmony.

This approach ensures that Europe’s research remains a sovereign public good, supported by trusted infrastructure and insightful monitoring that drives the essential shift toward responsible research assessment and innovation.
