vsbAlthough the Berlin Declaration has been signed by several Czech institutions, and also a growing number of OA journals published by several Czech institutions can be found in the DOAJ, it is evident that the Czech Republic is only in the initial phase of adopting the ideas of OA. Therefore, an official institutional policy does not yet exist and awareness of Open Access and institutional repositories is mostly limited to library staff.

However, the FP7 Open Access mandate makes us aware of the important need to prepare libraries to manage repositories, and to alert scholars to the requirements of the mandate. Like other Czech university libraries, the VŠB-Technical University of Ostrava Central Library is understaffed, and will rely strongly on the networked support infrastructure of this project.

We have started to build the technological infrastructure by running the DSpace-based repository and participated in some Czech universities activities conducted in this area in the past and are convinced of the value of becoming involved in such activities.
